Ex-Infosys CEO to head team to help govt in bringing significant changes

Former Infosys CEO S D Shibu Lal was on Wednesday appointed chairperson of a three-member task force formed to help the government in bringing major bureaucratic reforms through its ambitious "Mission Karmayogi". Besides Lal who is the founding father of ShikshaLokam and founder and ex-CEO of Infosys Limited, Govind Iyer, adviser at international service industry cluster Egon Zehnder, and Pankaj Bansal, Co-founder and cluster CEO of 60 minutes technical school company PeopleStrong, are a part of the task force, in line with a Personnel Ministry order. It's been set to represent a task force comprising leading specialists to draw a transparent road map for the steering and operationalization of the Karmayogi Bharat', the SPV, the order said. The task force is anticipated to complete its work within an amount of six months from the date of its constitution and submit its recommendations within the kind of periodic/interim reports in respect of assorted terms allotted to it, the Personnel Ministry order said.

Besides Lal who is the founding father of ShikshaLokam and founder and ex-CEO of Infosys Limited, Govind Iyer, adviser at international service industry cluster Egon Zehnder and Pankaj Bansal, Co-founder and cluster CEO of 60 minutes technical school company People Strong, are a part of the task force, in line with a Personnel Ministry order. Adil Zainulbhai, chairman designate, capability Building Commission, Department of Personnel and coaching (DoPT) will be a special guest at the discussions of the task force, it said. 

The Center has recently approved the National Program for Civil Services capability building - Mission Karmayogi' to result in a transformational shift from rule primarily-based training to role-based capacity development of all civil services within the country, therefore enhancing national expertise for presidency services and improving accessibility of competent workforce. 

To effectively roll out this ability-driven mission, a Special Purpose Vehicle (SPV), particularly Karmayogi Bharat, would be started as a not-for-profit company, the order said. It'll be set up underneath section eight of the corporation's Act, 2013 as a one hundred pc government-owned entity. The SPV is accountable to deliver and manage the design, implementation, enhancing, and managing of a digital platform and infrastructure, managing and delivering competency assessment services, and managing the governance of mensuration information and guaranteeing the provision of observance and evaluation, it said. 

It's been set to represent a task force comprising leading specialists to draw a transparent road map for the steering and operationalization of the Karmayogi Bharat', the SPV, the order said. The task force is liberal to represent operating groups, co-opt extra members/experts/special invitees, and consult national and international leaders within the field, it said. The task force shall submit its recommendations on organizational structure for the SPV positioning its vision, mission, and functions; policy frameworks for HR, compensation, IT, procurable and oversight functions, and staffing plans for high management as well as board members and key personnel with panels of potential candidates.
